You need nat to port forward to your internal server. ACL permit any matches everything....except maybe icmp. I've never tried with a DHCP client enabled interface (your outside) but I don't see how that would work. Always used static addresses. Anyway config below might help you get and...
Does this mean I shouldn't do Networking?
HA! Only if you don't want to! Listen. I failed the CCNA 3 times.......BEFORE I PASSED. Cisco exams are known for being evil. Don't let a silly test decide if your right for networking or not. If its what you love to do then just commit to it and...
In packet tracer...change the mode to simulation from real time. (My version has a little tab for it in the bottom right hand corner of the screen) Then open your end user device on the 199.16.1.X side of the route and ping the 199.16.2.X side end user device. Minimize the ping window. Then...
If you mean will it help with a port going up and down....no. If a port is flapping up and down there is a problem with it. Cabling etc....explain more pls.

Just a quick glance....
You have "no ip routing" command issued.
Just another note....your:
permit tcp 10.0.0.0 0.0.255.255 any
statements do no exactly match your lan subnet of:
ip address 10.0.0.2 255.0.0.0
so if you had a lan ip that started other than 10.0.X.X it wouldn't match to go...
Switch1 ---> Router <--- Switch2
Hang one switch off of FA0/0 and the other off FA1/0. Give the the appropriate ip ranges on each switch.... very simple setup. One range of ip's on one switch...the other range of ip's on the other.

A simple acl between the two routers will do the trick.

You need a proxy server for that kind of stuff. Using a router and acl's to block websites will get old fast and most of the time is unfeasible. Take facebook for example. If you block all the ip addresses they use, you will also be blocking other websites unintentionally. This is because...
If your doing basic stuff just to learn or practice you may try cisco packet tracer. Free and pretty good starter for all types of setups. Pretty easy to use as well.

If the no switchport command/argument doesn't work on the physical interface then I think you will have to assign the ip to vlan1 and then assign the interfaces to that vlan. See the post above with the link.

Found this on the web, hope it helps:
http://blog.sefic.name/2011/02/26/how-to-resolve-ip-addresses-may-not-be-configured-on-l2-links-issue-on-cisco-800-series-routers/
Cisco 800 series routers are not best documented items on Cisco web site, so it took me couple of hours to find out that...
Can you tell us what "issues" your having in trying to do so? Post a config?
Assign ip address is:
interface fastethernet 0/0 < or whatever your interface is >
ip address 1.1.1.1 255.255.255.0 < or whatever your ip / mask is >
no shut
Erase the config:
erase startup-config
<confirm with...
I think I missed the problem earlier. Your nat statement puzzles me though. I would have thought it wouldn't have worked the way it is at all. I've always put the inside address first and the global address second.
ex
ip nat inside source static 192.168.10.9 x.x.x.245
Have you tried it this...
I typo'd the last line.
ip nat inside list 1 interface e0/1 overload
should be
ip nat inside source list 1 interface e0/1 overload.
I'm not sure of what to make of your question. Can you reword it?
