You are right, I did do a little bit of lazy coding with this, some of it was due to time constraints(not really an excuse) and some was trying to get things working different ways and not going back and correcting them but leaving it.
Thankfully I do have a little time to tidy things up now...

This what my crosstab looks like, the % at the end needs to be a % of 24 not of the total for the hour which it is now

I can see some solutions within this, but I can't get any of them to work, so here goes.
