ip host rX 200X 192.168.10.10 should be ok but not 192.168.1.1.(first lines of ip host as you mentioned).

Cisco phones are very difficult to work with third party SIP servers!

you are able to connect to FXO from outside not to get dial tone but with a tcl application you can get some commands or numbers from caller, or allow him to make a call.
