It would probably work out cheaper to get an ISDN30e (PRI), they start with a minimum 8 channels and obviously can increase up to 30 channels.

I had this same problem, a fix for me was on the "change system-parameters features" form on page 8, set National CPN prefix to 0 and international CPN prefix to 00 and on page 9, set the local country code to 0 and the international access code to 00.

Does a list trace show anything up ? VP VOICE_PORT 1 alarm means there is trunks out of service, does the number of trunks in your trunk group match up with the number of ports licensed for audix ? although this shouldn't stop you from logging in !! Have you tried using the diagnostics options...
