Actually, all you have to do is to set the 1st users phone to 'Fwd No Answer' to the second phone and if she doesn't answer it will come back to the first mailbox by itself.
I use TM 3.1 at work and it works great you can actually change the name without any problem, TM actually 'read' the PBX everynight and then when you 'push' a change to the PBX it will change the information in it.
Never installed one myself, by I do use them both and I know for a fact that you have a CCMA server and a CCMS server for the web base portion.
Did you installed and configured both ? they usually have to be installed on two different server (physical machine) according to Nortel.
