Yes, but in my (very limited) experience, it is always better to make the changes in Element Manager because that is directly on the PBX. There are ways to synch TM with the PBX, but I have not been educated on that yet by my vendor.
I tried to take it one day at a time, but a whole bunch of them attacked me at once!
I use TM 3.1 at work and it works great you can actually change the name without any problem, TM actually 'read' the PBX everynight and then when you 'push' a change to the PBX it will change the information in it.
