That's a huge topic, KK1. Scripts are all right if you know them well and will be the only one administering them, but Windows 2000 comes with a slew of built-in Group Policies Objects (GPOs) to help you achieve this. This is assuming, of course, that you are using Microsoft's Active Directory...
Maybe they played around with or over-wrote the Default Profile? In Regedit, Load Hive, browse to the NTUSER.DAT file in the "Default User" profile, and have a look at the regional settings in there. Don't forget to unload the hive.
That, or they've created a custom GPO that does that...
Also check GPOs applied to the OU that contains the Citrix servers. Is the machine policy, Loopback, Replace set? Which OU are the Citrix servers in, the Users OU? Or under the same tree of OUs?

You need to modify the "C:\Program Files\Citrix\ICA Client\appsrv.ini" file within your MSI package. Ensure that the following two lines are listed somewhere in the [WFClient] section of the file:
