If you've done a LIDAP and it's telling you that you've used up your license for your operator consoles then the only way to get more is to get in touch with an Ericsson approved partner.
Could be costly and if you've got BC10 then you'll have to upgrade the whole system before they'll entertain...
You may have an additional HDU in the system that is used for safety back ups. You can reload from that but unless regular FISBI's have been done the data held on it my be out of date.
As previously stated don't delay and get the HDU replaced ASAP.
One thing I'm pretty sure about is if your HDU is noisy then it's almost certainly knackered and needs changing.
What I'm not sure about is how you go about changing the card.
I've changed a standby HDU (BC10) and all that was required was to plug the new HDU in and do a FISBI.

As the board ID is 57 then there should be a TLU76/1 (ISDN30) card in position 1-1-70.
As the system has blocked the card it's safe to assume that it's not in use.
As long as you don't need an additional ISDN30 then there's no reason why it couldn't be removed and replaced with something else...
Seems to me that you can put a 8port card in each of these slots....

Alternatively you can put a 8port card in 1-0-62 and a 16port in 1-1-42 but this will make 1-1-43 unuseable.
