Do you have a test set? Jump on and see if you can draw dial tone.
If you don't have a test set, jumper one of the lines to a jack, and plug a plain old telephone into it and see if you can get dial tone.
If they're ground start, you won't draw dial tone - until you touch one of the leads to...
