If you are looking to move the 4 basic databases on the palm, try this... download a free program called filez ( palmgear.com or handango.com).. and install it on the old palm. Open filez and look for a files named:
AddressDB
DatebookDB
MemoDB
ToDoDB
Theses are the old databases...
I don't know if it will work from a command line, but you might email the developer to see. I also found a program called address2txt which does indicate an ability to use command line interaction.

Not sure how technical you might want, but for programming and developing you might try www.palm.com/us/developers/. If not, then you can also try www.1src.com/forums/, which has a developers section as well.
I think it was the m505 that first had the USB connection. As far as a .txt file being read on the Palm, it depends on what Palm you have. The later Palms have Documents to Go loaded with them, which would open a .txt file. If the file is less then 4k, you could copy and paste into the memo...
