If this is a retail PC (like Dell or HP), check the manual for error codes. I know with HP, there is a set of "blink" LED codes that can point to a number of things such as the video card or memory. The blink code can occur at startup or shutdown.

I would choose the second option: install 98, install all apps, and then create the profiles
That way, each profile will model itself after the default which already contains shortcuts to every app.
