After some more research i found the solution.
go to the TCP/IP settings of the VPN connection -> Properties -> Advanced -> and in General tab uncheck the box 'Use default gateway on remote network'

- back up data from SQL EXPRESS
- restore data to SQL 2000
- change application database settings to SQL 2000 instance
