That is true...and that is how I have it set now.
The problem is that they are using our proxy filter to get to homemade circumventor sites so the IP is still our IP and our filtering program doesn’t have a category for these site because they are to no relevance to them.

We are attempting to resolve external .org addresses.
We are using root hints, no forwarders.
We are the ISP for seventyfive schools and districts and most of them use our DNS for resolution.

I am having a similar problem with my 2003 DNS server. Resolution to certain domains doesn’t work until I restart the DNS services. I reinstalled the DNS services and rebuilt the forward and reverse zones and still no luck.
