Have you looked at a Toshiba CTX/CIX? Or even an older Toshiba version? You can have BGM on the phones and with the CTX/CIX you can have multiple BGM inputs! That way you can pick and choose just like a radio station. This also works for MOH! The newer switches are IP and QSIG capable as well.
