Resetting the winsock can be performed via command line too:
Reset WINSOCK entries to installation defaults: netsh winsock reset catalog
Reset TCP/IP stack to installation defaults. netsh int ip reset reset.log

Shot in the dark but if memory serves me right. Simply try changing the jumper on the CD to Slave or Cable Select. That should straighten things out.

It's hard to determine what is the exact cause but if you are working on a fresh install I would start like this:
Take one stick of RAM out and try again.
Take the other other out place the first back in.
Replace the video card
Replace the system board
