I've been using Acrobat Exchange 3.01 to combine mutiple PDFs into a single file. Try the Insert Pages option under Document. I'm sure Acrobat latest version has same feature.
Take a look at Adobe Products home page and check last item listed under e-paper. You can get this product and install on your company intranet server and anyone can use it to create a PDF.
Question: Are you trying to print PDF to printer or are you trying to create PDF file using PDFWriter (as virtual printer)?
