I would do an audit on the library like so:
audit libr LIBRARYNAME checkl=barcode
then do the checkin. This will refresh TSM w/ what the library inventoried on its last scan.
If you know the volume name, then just issue the standard checkin command with a search=yes, status=private.

From what I understand, the operational reports are NOT conditional. Meaning I'll get an email every 30 minutes regardless if a drive is offline or not. In that case, I don't need the extra spam in my inbox.

If you have the money, I'd recommend purchasing a larger library or expansion slots for your current library.
If this isn't feasible, then I recommend the following:
