* the cron.allow and the cron.deny file does not exist (it allows root user only)

I think you should edit the /etc/inittab file. There you can add the program you want to be executed during start-up. Take note that before you edit it, make a another copy of the original file, so that if your scripts does not work you can easily restore the inittab.

Try the command skulker ---it cleans up filesystems and remove unwanted files. Candidate files include: those in /tmp directory;files older than a certain age ;a.out file;core files. Skulker is normally invoked daily by the cron command as part of the root's crontab file.
