I have set the background in my css file as so

It shows up in firefox but not in ie 6. What is happening?
I think I should make this clearer what I am looking to do. I have a design in Photoshop I want to use as a letterhead. Can I use this in word? If not what programme would be best?

The anti-virus software is avg free edition.
