Could it be that the user has disconnected from the Citrix server before the message appears. Then they would only see the message the next time that they connect?
I am not an expert in MS Access but my experience of it is that it is not the best database to use for multi-user applications. If more than one person is going to use the database application at a time then you can get problems - especially if edits are going on or if the application starts...
I had the same problem. We solved it by making the Citrix server a domain controller as well b yinstalling Active Directory and making it a replica of our main Domain Controller's one.
However, I see this as a short term solution for us so we will put the Terminal Server licensing manager on...
