Servicegenie tip has worked in the past for me on old Compaq 590. If that doesn't do it, try booting without keyboard. Sometimes you'll get an error message that can lead to BIOS.
I've always been fond of basic diagnostic programs that don't rely on Windows or even on DOS in some instances. Given the amount of time you've spent, it might be cost effective to spend a few bucks at:

A basic w9x or DOS boot disk will do fine. Some motherboard manufacturers provide a BIOS update download that will create the boot disk with flashing utility for you. You might consider flashing the SCSI card as well if possible.
