DHCP is easy to do with a Cisco box as you can see from the previous thread. But since you do not have much experience with the Cisco boxes there is an easier way.
Configure a central DHCP server at your central site that has address pools for all the client networks.

Although you can ping each server, the domain controller entries in wins could be incorrect. Search wins for the domain name and make sure that the old address is still not present. It should be a [1bh] entry. Refer to microsoft article Q259216.
Make sure of the following:
-Both wins entries on your BDC are pointing to your PDC
-Both wins entries on the PDC are pointing to itself
-All other servers/workstations wins entries point to PDC
