Unfortunatly there is none that I know of... The thing is:
- Only front-end servers route messages from & to proper servers (i.e. the servers where the destined recipients' mailbox is).
- If you don't use front-end server you will have to access those servers directly.
Now there are issues...

I successfully installed a site with OWA in the following scenario: 1 front-end server & 4 metropolitan-wide servers (exchange 2k of course).

use adsiedit, but be carefull. try to backup that element and don't mess up too much. You may end up screwing your Active Directory and you definitly don't want that. You better do that on a test network and let it run untouched for a week at least. Check you event viewer tightly when you decide...
Check that your Exchange 2000 is not a front-end server. Front-end servers don't generate/add users to the GAL list.
If you don't have it as a front-end server and you still experience that problem, you can still use Adsiedit.msc (Windows 2000 Support tools) to edit the property...
