Have you tested that the Exchange server is allowed to accept communication from the AMS server.
Sometimes the admin of the e-mail server could deny any attempt made from unknown computers than the one he specifically configures in the email server.

We are about to upgrade from 7.5 to 7.6 of Norton AV and we will do this by Active Directory and Group Policy.
Why we upgrade only to 7.6?
Because its the only version to support MSI packaging.

We maid the same installation with Vers.7.5 (MSI) thrue group policy. And it worked with both 7.5 and 7.6.
