you can use the mget or mput command in FTP to get or put multiple files using wildcards. You can also stop ftp prompting you for the next file by issuing the prompt command to toggle prompting on/off.
I am not aware of FTP recursively getting/addressing subdirectories.
Having renamed the symcjit.dll files, try running the setup.exe from the hdd copy\install\win32.
I think I once had to rename all symcjit.dll files on my system (renaming them back afterwards)

The tnsping is a valid suggestion, but it doesn't confirm your tnsnames is ok, it just confirms a listener is listening on that socket.
Firstly I would make sure that you are using the tnsping from oracle\ora92\bin, which would use the tnsnames file from oracle\ora92\network\ADMIN
