AIX ICMP packets sent every 1/11 minutes? 2

Anyone know why my AIX 4.3.3 server is broadcasting a single ICMP packet, followed by another packet a minute later, every 11 minutes on the secondary NIC.
I am pretty sure this isn't down to an app, and I have already tied down most of the network services.
This problem is causing a hefty ISDN bill !!

Sounds like pmtu discovery. Turn it off by changing the udp_pmtu_discover and tcp_pmtu_discover to 0 using the no command. Note, also add the no commands to /etc/rc.net so that pmtu stays deactivated after reboots.
