I know there's a digital 25 pair unit from ITW, but all wires are protected at 70 volts which is not enough for the analog extensions. ITW says that I should use 70 volt on digital and 230 volt on the analog lines. I will call them and see if there's a combo unit, though.

I've seen the ITW / Panamax product that goes into a 25 pair Telco line. Too bad that they only make that in a 230 volt version. They'd really clean up if they made it in a version with 8 pairs @ 27 volt, 8 pairs @ 230 volt, and 9 pairs not connected - and pinned for Panasonic systems - given...
