A Micros 3700 customer claims that his caller ID only works when a manager is signed on to that unit. Any thoughts?

I have a customer with a Micros 3700 system. He says that his caller ID box (Rochelle) only works with one of his phone lines. It does nothing when one of the other lines rings. Sounds like a bad rochelle box to me. Any thoughts?
