Sounds like you're running Exchange 2007 in a resource forest (linked mailbox). If that's the case don't you already have ILM or FIM doing the provisioning/linking of the mailboxes? If so, you would need to flow the primary proxyAddresses value from the exchange (resource) forest to the mail...

Two things to check:
1. What is the Authentication type set on the OWA Virtual Directory? Does that match the ECP virtual directory?
2. Is there a load balancer between the clients and OWA/ECP? If so, do you have sticky sessions (persistency/affinity) set?
