Have several apps that install patched for various things. If we set them to run once whether workstation or user associated they seem to ignore the command and reinstall each time.

If you have Zenworks you can use the DLU (dynamic local user) function which creates a local user when a netware login is made and removes it when they logout.
If not you will have to have a local account for each person.
