Run gpedit.msc from command prompt. Check the GP setting under User configuration-Admin Templates-Windows Components-Windows Explorer-Turn on Classic Shell. If it is eneabled it will make the desktop tab dissappear. Change it back to 'Not Configured' and that should bring back your desktop tab.

RIS needs DHCP so I need to have DHCP running. I guess it does appear to be back to a static ip scenario but if RIS wants DHCP I can play the game.
