I had a similar problem and ended up putting my stop and
start .bat files in the \nsr\bin so that I could be sure
Networker was finding them. I think in the end it was
something to do with needing \\ instead of

When I have seen this error message it's been related
to DNS reverse lookups not working (i.e. the IP address for
the client is not found if you do an nslookup on it).

Thanks to you both for your advice.
I found out from our software support people that there's
an RMAN parameter that you can set (in the RMAN script)
NSR_BROWSE
Having added this and tried a backup I can see that it's setting the browse time correctly.
