update - saw that one of the calls was incoming on an analog pots so I physically disconnected it & now the call is gone. But that doesn't explain the call from across SCN... the user's phone doesn't show that the call is in progress.

Skype uses a proprietary protocol - neither SIP or H.323. If you want to use a multi-port device, for now you have to use a computer-based device with analog ports on the IPO. Here's one with four ports:
