I would first reset both units. Has their dialtone providers changed? Confirm the dialtones and that the switch port extension is working before plugging into the unit. Call to the number on the switch side to confirm the modem is answering.
Easiest thing to do would be a reset, that usually fixes issues like that. You may need to reset both ends. Is the phone on port 7 having problems? Try running the optimize at both ends.

It sounds like there may be a password assingned to the system. If there is a password it should still let you download, but not upload. Check that both are denied.
