Update: I found what should be the answer in the Avaya Support database. Newer versions of FTP (such as on Windows 2008, which would also apply to Windows 7, they both use IIS 7 or higher), aren't supported in old releases of Modular Messaging. We're on 3.0, which date back to 2007.
