Not really sure what "effect" your trying to achieve. All they have done is placed a gradient in a rectangular shape over a black background then used various grunge brushes.
For your particular image its quite simple. Just open the image in photoshop then go to Image> Adjusments> Hue/Saturation (or just press Ctrl+U for Windows version) Once you have the dialog box open play with the Hue and Saturation bars until you get the color you want.
I really like the way a grid of lines looks on a picture. What I am wondering though, is that if there is a way to render a grid or to create one quickly and easily. Can you just create an entire grid or do you have to draw out every line?
