I was just wondering how you take a snapshot or a still of a video frame. I am using Premiere Pro on Windows XP

With the Timeline active, CTRL-SHIFT-M or File/Export/Frame to capture the frame currently showing in the programme monitor window.

Ok so now is there a way to make it freeze on a frame or will i have to export the frame then place the image into the timeline?

There is a way to freeze a clip (try the help file), but it is much easier and more versatile to export a still and put that on the timeline at the appropriate point.
