how can i copy the pci file from my XP cd to my computer? will this solve it? Please help..

I <think> i have a rare problem, and it appears this might be the place it will be resolved. Whenever I click on iexplorer in the task bar, to open a new window, it brings up a blank window, freezes it for a good 5-10 seconds then loads...i can then browse fast (I'm on a T-1) with no problems...
I am by now means a programmer, but I had this problem on my XP machine when I first put it together. It's possible you have an IRQ error. I tried a number of different sound cards and finally found that after trying a couple different PCI slots, it worked. Hope this helped.
