CUE 7.x has call handler capability. I don't think earlier versions have this feature. Also, I think there a setting that you can tweek on the specific mailbox that will not let it take a message.
I had this problem recently and I issued a call to TAC. They told me that the 7940 and 7960 have this problem from 5.x and up. they gave me a patch to fix those specific phones. I would post it for you, but it was for 7.X and not 5.X.

I just recently added a new suscriber to a customer's 6.1.2 UCM cluster. Everything went without a hitch, services are running, server is added the CM Group. For some reason the tertiary server is not showing up the the Call Manager List on the Phones.
Any ideas would rock....
