There are a few ways to do this.
1 - use a solution from www.scribesoft.com to perform an ongoing integration between your quote database and CRM. For example this might update your CRM system every hour with latest quotes.

Unless I am getting this wrong it sort of sounds as if you want to track the contacts related to this opportunity? I would suggest that you could use the relationships tab on the left side of the opportunity to track any related contacts.

First hing I would do is take a full back up of your system. After that I would republish all your entities to make sure everything is in sync. Once you have done that do an IISRESET on the web server and test again.

Are you running on Dynamics CRM 4.0? If so the system has a built in dupe checker which would let you run a dupe check process. Let me know if your on CRM 4.0.

Tracking in CRM will let you auto track responses. If you are emailing many people this will cetainly help. Beware though that if you send out many emails you might get blocked for spamming.

No this is by design, running workflows will not be updated when you change the workflow. To counter that I always add a version number to any sales process so I can determine if a user is using an older work flow.

The link mentioned does not contact a report to show CRM usage data. One way I have do this in the past is to have an Excel VBA macro read all the IIS web logs and analyze them to determine which users are using CRM regularly and which are not.
