Never mind. re-read your post and it says t=you swapped the card along with the PS and cable. It could be the library interface cable. If the library cannot communicate to the drive, it will show not functional.

Is this connected to a windows server? You may need to disable the TUR (test unit ready) function in the OS. I have seen this wreck havoc on a tape library. The system / drives are so busy trying to respond to the TUR that it hangs. Google the solutions on how to disable the test unit ready...
The 9940B trays are longer than the 9840 trays for the same library. I've never tried using a 9840 on a 9940 sled, I think the length difference is out the back and should not affect the drive possitionin the front. Are these fibre drives? Try to power them up completely with the fibre cable...

Ah yes, missing bezel. There is a target on the drive bezel that the robot hand has to find in order to load the cartridges. Are these IBM drives? Try to have someone power cycle the drive and see if that ejects the tape.
