OK - problem solved. The card was borked. I sent it back and got a refund, (they had no replacements in stock) bought an XFX Extreme version of the same card - worked first time!

MB BIOS updated to latest (admittedly two years old) version.

The PSU was highly rated when I bought it - its by SuperFlower. The card is definitely seated - the slot's got one of those retainer clips in it that will only close when the card is in place.
I'm going to have to bring the card to work tomorrow and test it in one of our PCs
