A few things come to mind:
1. The account may not be successfully created. When you view the prioreties of the account you shoudl see a FID - if there isn't one, nuke the GW account and re-create it.
2. The visibility of the account could be set to something lower than system. This isn't...
I'm assuming you've added the "test.com" domain to your GW system through Tools - GroupWise System Operations - Internet Addressing?
