Not sure this will help but I have notice on the back of some LCD monitors there is a little hole with a lock/unlock symbol under it. Maybe it is lock there, I'm not even sure what its for, never looked into it. Maybe it will help, good luck.
If you have a firewall setup you could check the proxy settings in IE. See if they are the same on both computers. Thats what I would check next. Also you could double check the computer its working on that it's not using any cached info from the website. Hope it all works out.
