It seems to me like an indirect and high level way of determining resource availability. I would only use such a method to get a global overview of availability during pre-planning. Using a resource driven schedule is an easier way imo.

I noticed that changing the project start date using Project > Project Information does not move tasks that have date constraints (in MSP2003 anyway).
"Adjust Dates" does the trick nicely, moving all constraints to the new date (thanks PDQ, I had forgotten about that one).

When Project marks the %complete on a task, it is always based on the current duration of the task. As you pointed out, this does not cause dependent tasks to start earlier if you have finished your first task early. Project just fills the completion to the end.
