We had exactly the same problem. On your Exchange server,have you checked in Services that the Remote Registry service is running? Make sure it is - this cured the problem on our system.

Thanks Godcom, We had actually enabled message tracking - the problem was we hadn't shared the folder with the logs in it! Apparently you have to share it before it will work, even if Exchange & logs are both on local machine.

Do you have to shut down Exchange before running this command, or can you just run it?
