The version of Crystal Reports that comes with CR Visual Advantage is also SP0. So it looks like you still have a conflict with the CR 2008 SP0 and CR Runtime SP1. You need to keep both these products at the same SP level.

It appears that the CR Runtime you installed was for CR 2008 SP1, wherease the eval copy you installed in CR 2008 SP0. You need to install the CR 2008 SP1 incremental Service Pack. It is available here for download...

It appears you might have deployed CR Server 2008 with CR 2008 SP1 together on the same machine. Currently CR 2008 SP1 is not supported with CR Server 2008. CR 2008 SP1 would only be supported with CR Server 2008 SP1 which is not released yet.

What would be some of your reasons for wanting to restrict formats available in the Viewer?
Also, would want this controlled system wide or on a report by report basis (i.e. Report A can be exported to Excel but Report B cannot).
