You dont mention the O/S being used but have a look at the TCP/IP properties for your LAN connection. There is a tab called 'alternate configuration' (XP). We had Domino 6.x on the server and Notes 5 clients at one point and still had the quota issue you describe. When the clients went to 6.x also, the quotas were enforced correctly. Actually it was only when we replaced the mailbox design with iNotes6 template and had the 6.x client.
