im 2 exams away from mcsa on 2003 but had trouble with 70-291 so instead of wasting time I'm going to move forward on 2008 for enterprise admin from scatch. Reason beging is because more companies are going 2008 then I thought. Also 2008 has lots of new features and is very different from 2003.

Hello, looks like the first post of the 09 in this forum, hhaha. I need advise. I have been looking to get my MCSA and need to take the 291 and 270 in order to complete the cert. I've taken 291 twice and haven't passed it!!! I found the MCSA 2003 would even be offered after about another 1yr...

Sounds like you have it almost done. I would leave it the way you have it but go to the OU you've created and assign delegation for the OU. Do customized delegation and you will have the opportunity to restrict them from creating Groups. Good luck.
