I would you change ds1 board and/or ds1 cable, also check the back plane on the switch. If still a problem have the phone company come out and verify good at the mux/dmarc.
what are the reults of "list meas ds1 l 01a04"?

have a problem where we have an ISDN tie trunk going to a Cisco gateway. Outbound call from Cisco routes over tie-line and then via Avaya to PSTN. the calling number is being presented to Avaya, but once it hits the Avaya outbound T1, the number is not displaying and the called party...

Is there anywhere in the system params and/or the trunk config where I can set it to differentiate the inbound call TYPE between National and International or does this need to be done at the Telco level?
